Mark positioning from anchors
Anchors become OpenType mark and mkmk, so apps can place any accent on any letter.

Put a top anchor on letters and a _top anchor on combining accents, and the exported font includes mark positioning: apps can put the accent on letters you never built. Marks with both _top and top stack on each other (mkmk), as Vietnamese needs.
